Carol Smoots, a partner in the firm's Washington, D.C. office, has more than 25 years of experience representing energy companies in energy transactions and in energy regulatory proceedings before the Federal Energy Regulatory Commission, state commissions, Congress and the courts. Carol regularly provides energy counseling on electricity tariffs, regulatory compliance issues, restructuring, ISO/RTO requirements and other energy matters affecting, gas and electric utilities, IPPs, public entities, and power marketers. She also has experience working with all major renewable fuels, including solar, biomass, landfill gas, wind and hydroelectric and represents renewable energy companies on issues that affect the construction and operation of projects, including project development, utility RFPs, contracting, interconnection issues, and both state and federal regulatory compliance. Additionally, Carol has extensive transactional experience, including project development and contracting issues for both domestic and international energy projects.
