David C. Marshall is a member of the American Health Lawyers Association and the Pennsylvania Bar Association. He has lectured before the Pa. Health Care Association, the Leading Age, Leading Age Pennsylvania, Leading Age New Jersey, the American Health Care Association, the American Association of Homes and Services for the Aging, and the American College of Health Care Administrators. His primary area of practice is health care law, including Medicare and Medicaid reimbursement, HIPAA, fraud and abuse, corporate compliance, regulatory and licensure matters, real estate tax exemption matters and corporate issues. He has provided representation in hundreds of cost-based and case mix Medical Assistance appeals, involving a broad spectrum of reimbursement issues confronting providers. He has been involved in numerous tax exemption appeals and corporate and regulatory compliance matters. He also has helped long-term-care providers develop successful corporate compliance plans. Mr. Marshall has represented clients before the administrative and judicial tribunals of the Commonwealth of Pennsylvania, including the Bureau of Hearings and Appeals, the Court of Common Pleas, the Commonwealth Court, and the Supreme Court of Pennsylvania.
