Kenneth Mansfield is Co-Managing Partner of M4 and practices in the litigation, health care, government contracts, government relations and insurance groups. Mr. Mansfield represents clients before State agencies, State trial courts on Oahu, Maui, Kaua'i, and Hawai'i Island, all State Appellate Courts, as well before the Federal District Court for the District of Hawai'i, the Ninth Circuit Court of Appeals and the U.S. Supreme Court. Mr. Mansfield is one of the firm’s three registered lobbyists.

-Current representation of major international joint venture in one of the State’s largest-ever bid protests.
-Recently served as court-ordered liaison counsel for over forty pharmaceutical manufacturers in State Attorney General lawsuit alleging false claims act, common law fraud, and consumer protection claims based on allegations that pharmaceutical manufacturers reported inaccurate pricing benchmarks.
-Defense of the National Collegiate Athletic Association in suit alleging antitrust, tortious interference and breach of contract claims by a former College Bowl Game operator.
-Defended multiple privately-held automobile dealerships in connection with class action lawsuits alleging violations of Hawai‘i’s Unfair and Deceptive Trade Practices Act.
-Defense of major petroleum explorer and marketer in environmental cleanup litigation.
-Defense of various State RICO and Office of Consumer Protection investigations.
-Representation of national publicly held corporation in connection with State and Federal Antitrust investigation.
-Representation of health insurer in connection with State regulatory investigation alleging violations of Hawai‘i’s Unfair and Deceptive Trade Practices Act, the Employee Retirement Income Security Act of 1974 (ERISA) and the Health Insurance Portability and Accountability Act (HIPAA).
-Successful defense of alleged State procurement violations on behalf of both successful bidder and the procuring agency.
-Various summary judgment awards obtained in defense of insurance bad faith litigation, including awards of attorneys’ fees for the insurer.
-Successful Ninth Circuit oral argument reversing a prior adverse U.S.D.C. opinion finding no insurance coverage for the firm’s client.
-Government relations and lobbying: Experienced in drafting legislation and legislative testimony, as well as testifying live at legislative hearings. Monitor numerous bills affecting Firm clients.
