For her first ten years of practice, Stacey MacNeal concentrated on municipal representation. Since that time she has shifted the focus of her practice to representation of property owners and developers, using the knowledge, information, and network that she acquired during her time as a municipal solicitor to benefit her private clients. Ms. MacNeal has a high level of expertise in zoning and subdivision law and regularly represents clients at municipal meetings and hearings. She also actively pursues these cases through the Court of Common Pleas and through the appellate courts. Ms. MacNeal represents clients in all areas with municipal involvement, including eminent domain law, enforcement issues, and public utility matters.
Ms. MacNeal’s clients include property owners and developers in southcentral Pennsylvania, as well as a few municipal entities. Ms. MacNeal is admitted to practice in the federal court for the Middle District of Harrisburg and the Third Circuit Court of Appeals. She is a member of the Pennsylvania State Association of Township Solicitors. Ms. MacNeal is active in the York County Bar Association. She also volunteers for Autism York.
