Mark Whitlow is a land use attorney. His practice focuses on obtaining development entitlements for retail, mixed-use, industrial and energy facility projects. Mark's 30-year land use development experience includes the related areas of infrastructure financing, highway access permitting, and regulatory licenses and permits related to retail operations.

- Land Conservation &; Development Commissions (LCDC) (amendment to Oregon's Transportation Planning Rule (TPR); 1995, 1998, 2005)
- Metro (amendment to Regional Urban Growth Goals and Objectives, 1996; adoption of Urban Growth Management Function Plan, 1997)
- Oregon Transportation Commission (OTC) (adoption of 1999 Oregon Highway Plan, and related Division 51 Highway Access Permitting Rules, 1999; related amendments 2004 and 2007)
