Paul has practiced in the area of public finance extensively since 1975 and has represented issuers, underwriters, lenders and trustees in a diversity of debt financings throughout the United States. His experience includes taxable and tax-exempt financing of hospitals and nursing homes, as well as other nonprofit and for-profit health care facilities. Paul has also been involved in the financing of governmental projects such as housing, solid waste disposal, sewer and water, pollution control, and economic development.
He was elected to the American College of Bond Counsel—which recognizes lawyers who have established reputations among peers for their skill, experience, and high standards of professional and ethical conduct in the practice of bond law—as a regular fellow of the college. He is also a member of the Hennepin County, Minnesota, New York and American Bar associations. Paul was designated a "Super Lawyer" by Minnesota Law & Politics.
Born in Williston, North Dakota, Paul received his B.S. in economics with a major in finance from the Wharton School of the University of Pennsylvania. He received his law degree with distinction from Duke University School of Law, where he was a member of the Duke Law Journal and served on its editorial board.
Paul practiced law with two of the 10 largest bond counsel firms in the country, located in New York, before joining Briggs in 1997.
