Temple, L. Peter

David M. Kirstein has been actively engaged in aviation legal and policy matters since 1976 when he joined the Civil Aeronautics Board (CAB). Mr. Kirstein served in a variety of positions at the CAB, including Executive Assistant to the Chairman and General Counsel under Chairman Cohen and McKinnon and was actively involved in the CAB's implementation of the Airline Deregulation Act.  In 1982, Mr. Kirstein, at the request of Senator Kassebaum, became Majority Counsel to the Aviation Subcommittee of the U.S. Senate Committee on Commerce and was instrumental in the passage of the Airport and Airways Improvement Act of 1982.

Mr. Kirstein has represented domestic and foreign air carriers, airports and aviation suppliers in a broad spectrum of commercial transactions such as negotiations and documentation of aircraft leases, purchases, charters, Aircraft Crew Maintenance and Insurance (ACMI) and joint service arrangements, ground handling and maintenance agreements.

Mr. Kirstein represented aviation clients in a wide range of issues before the Department of Transportation and Federal Aviation Administration including the start-up of new airlines, competition issues and enforcement and hazardous materials issues. In addition, he has represented and advised aviation and other clients on administrative law, antitrust, international data privacy, congressional and criminal investigations, and legislative matters. He has conducted commercial litigation in state and federal trial and appellate courts. Mr. Kirstein has received the AV Peer Review Rating* and is on the adjunct faculty of the University of Virginia Law School.
