Mr. Kalchbrenner has broad experience in numerous areas of law, with specialization in the environmental arena. Before joining Lathrop & Gage in 2001, Mr. Kalchbrenner developed a practice which focused on municipalities, transit organizations and other governmental and quasi-governmental entities.
With 14 years of experience practicing in Washington, D.C., Mr. Kalchbrenner has developed an in-depth knowledge of the legislative and regulatory process and has experience with a wide range of issues including environmental compliance, law enforcement programs, economic development, transportation, homeland security and federal appropriations and grant funding.
Mr. Kalchbrenner has advised and assisted a diverse group of clients with a broad range of federal issues and specific needs:
- Represents municipal clients and related entities, including City of St. Louis, the Unified Government of Kansas City, Kansas/Wyandotte County and Lambert Airport.
- Represents utilities across Missouri and Kansas, including Clarence Cannon Wholesale Water Commission, Boone County Regional Sewer District and Kansas City Board of Public Utilities.
- Continues work with the City of St. Louis on a variety of issues including environmental compliance, Brownfield redevelopment, transportation, federal funding and resolution of issues involving federal agencies.
- Working with delegation to support $105 million Airport Terminal renovation plan, with focus on current FAA reauthorization efforts.
- Successfully planned and executed federal appropriations strategy and obtained funding for utility clients, municipalities, hospitals and other clients in a variety of appropriation bills.
- Worked with coalition of Missouri and Kansas ambulance providers to educate congressional delegation on revenue impacts of Medicare Fee changes and advocated for legislative remedies.
- Assisting grain-based manufacturing company to identify federal funds for research development and capital improvements for production of bio-based polymers.
- Assisted with development of legislation to protect members of the military and their families from predatory lending practices and managed efforts to build support for the legislation in Congress and within the military.
- Working with local government clients to develop comprehensive energy efficiency/greenhouse gas reduction strategies.
- Maintains regular contact with all Missouri and Kansas delegation members, including ten year membership and past Chairman of the Missouri-Kansas Forum.
- Working closely with the U.S. Conference of Mayors, ACI-NA, AAAE, AWWA, APPA and other Washington-based organizations to help achieve client policy objectives.
