Hugh has practiced municipal and public finance law for more than 30 years. Since joining Foster Pepper in 1982, Hugh has served as bond counsel on numerous general obligation, revenue, special assessment, and conduit financings for a broad range of government facilities. He is well known for structuring public-private and intergovernmental cooperative arrangements. Hugh regularly provides legal advice to other lawyers, to finance staff and to elected officials. He is closely involved in the development of law affecting local governments. Hugh teaches Local Government Law and State Constitutional Law at the University of Washington Law School. He also drafts legislation and has an active state constitutional law practice.
