Steve Higgs focuses his practice in the area of environment and natural resource law. He has assisted clients in climate change law and policy, water law, and hazardous waste management. Steve is actively involved on Clean Water Act (CWA) compliance and litigation matters (including Total Maximum Daily Loads and stormwater permits), Resource Conservation and Recovery Act (RCRA) compliance and enforcement matters, and has knowledge and expertise in strategic planning, project evaluation, collaborative watershed management, and alternative dispute resolution.
