Attorney Rand earned his undergraduate degree from the University of Maine and his Juris Doctorate at the New England School of Law where he served as the Recent Developments Editor on the New England Journal on Prison Law. He practiced law in South Carolina until returning to Massachusetts in 1983. His area of concentration is social security law with emphasis on federal appeals in the District Court. His innovative work in the area of social security disability has made new law and garnered him recognition as one of the foremost experts in the field. He is a member of the Massachusetts Bar and the US Federal District and Appeals Courts for District of Massachusetts.
