Patrick D. Purtill joined Gammon & Grange's nonprofit and exempt organizations practice and government affairs group in 2011 bringing over twenty years of experience in nonprofit management and federal and state public policy and advocacy to G&G's government affairs practice.
Before joining Gammon & Grange, Mr. Purtill was an appointee of President George W. Bush to the U.S. Department of State and the Department of Justice. At State, Patrick served on the President's Emergency Plan for AIDS Relief (PEPFAR) where he developed and implemented programs coordinated across the Departments of State, HHS and USAID to reach people suffering with HIV/AIDS around the world. His efforts earned him the Ambassador's Award for Excellence. Prior to that, Patrick was an appointee at the Department of Justice where he coordinated regulatory reforms and the development of pilot programs helping re-entering offenders and serving victims of crime and domestic abuse.
Patrick has served as CEO of two Washington-based NGOs, the National Council For Adoption (NCFA) and the Washington Scholarship Fund, having begun his career in Washington as a Legislative Assistant to Congressman E. Thomas Coleman (MO). While at NCFA, he worked with Members of Congress, Committee staff, leadership offices, and led broad-based coalitions of nonprofit organizations to secure passage of the Adoption and Safe Families Act of 1997, the Adoption Tax Credit, the Interethnic Adoption Provisions, implementation of the Hague Convention on Inter-Country Adoption and other legislation.
Patrick has provided testimony before Congress and state legislatures; served as an NGO Representative to The Hague Conference on Private International Law in the Netherlands; led delegations to the governments of Belarus, Russia, and China; and provided commentary on a host of public policy issues for national broadcasts and newspapers, including ABC's World News Tonight, NBC's Today Show, CNN, MSNBC, and USA Today, in addition to many regional and local broadcasts and newspapers.
