Mr. Creagan is a partner in the Commercial Litigation Department and a member of the Reinsurance and Securities Law Practice Groups. His practice focuses on the resolution of complex disputes.
Mr. Creagan has represented reinsurers and ceding companies in litigation and arbitrations involving varied claims under treaty, facultative and finite risk reinsurance contracts. He has been lead counsel in reinsurance arbitrations that have gone to final hearing in the United States and in Bermuda.
In his commercial litigation practice, Mr. Creagan has represented clients in industries as diverse as biotechnology, pharmaceuticals, medical devices, oil and gas, railroads, manufacturing, insurance, and finance. He has helped clients reach successful outcomes in securities and other class actions, in litigation stemming from the licensing of intellectual property, and in antitrust and corporate governance matters.
Mr. Creagan has been first chair trial counsel in federal and state courts, and in AAA arbitrations, and has argued in the United States Court of Appeals for the Third Circuit. Before beginning the practice of law, Mr. Creagan was a Foreign Service Officer with the U.S. Department of State for nine years, serving at United States embassies abroad and as a Special Assistant to the Secretary of State. Mr. Creagan is a recipient of the Department of State's Superior Honor Award.
Mr. Creagan obtained his J.D. in 1993 from the University of Virginia, where he was Executive Editor of the Virginia Law Review. He also holds an M.A. in Political Science from the University of Chicago and a B.A., magna cum laude, from the University of Notre Dame. Mr. Creagan speaks French, Spanish, Italian, Portuguese and Swedish.
Mr. Creagan is a member of the Philadelphia, Pennsylvania, and American Bar Associations, and of ARIAS-US. He is admitted to practice in the Commonwealth of Pennsylvania, and is a member of the Bars of the Court of Appeals for the Third Circuit and the United States District Court for the Eastern District of Pennsylvania.
Mr. Creagan is an arbitrator in the Philadelphia Court of Common Pleas mandatory arbitration program, and a volunteer mediator in the Philadelphia Bar Association's Lawyer-Client Fee Disputes Program. He was previously President of A Better Chance ("ABC") Strath Haven, Inc., a local chapter of the national organization whose mission is to provide superior secondary school educational opportunities to students from disadvantaged backgrounds.
