Mr. Mora has represented clients in a variety of business transactions, real estate transactions, and administrative matters. For the majority of his career, Mr. Mora has focused on the unique legal needs and challenges facing providers in the health care industry. His experience includes advising clients on structuring business relationships, complying with health care regulations including the Stark and Anti-Kickback laws, and representing health care entities and providers before health regulatory agencies including the Texas Attorney General , a number of Texas Professional Boards, and the federal and state Health and Human Services Offices of Inspector General.
Additionally, Mr. Mora has represented numerous clients in the startup and/or acquisition of health care companies and health care real estate including handling all aspects of the transaction from initial due diligence to takeover and operations. Finally, Mr. Mora has advised a variety of providers on starting their own practice/facility, has provided "turn key" services including obtaining all necessary licenses, accreditation, and/or certifications, and has served in a general counsel role for those providers overseeing all of their legal needs.
Mr. Mora's clients include but are not limited to physician practices, ambulatory surgery centers, rehabilitation facilities, managed care organizations, home health agencies, medical equipment providers and suppliers, nurses, and medical transport companies. These clients routinely seek counsel on transactional, regulatory, compliance matters, and general business matters.
Mr. Mora holds an undergraduate degree in International Relations & Economics from Boston University and a J.D. from the University of Miami. School of Law. He has practiced law in Texas since 2005 and travels throughout the state to serve his client's needs. Mr. Mora is a native of San Antonio but permanently resides in Austin to be in close proximity to the seat of Texas government and the state agencies and regulatory boards that oversee his clients' operations. Mr. Mora is fluent in Spanish and regularly conducts business for Spanish speaking clients.
REPRESENTATIVE TRANSACTIONS:
Interpreted and analyzed compliance with federal and state anti-fraud and abuse statutes and applicable regulations, and the Stark statute and regulations.
Advised clients regarding the formation, merger, and acquisition of medical groups and facilities. Scope of engagement included all due diligence, negotiation and contract preparation.
Advised and assisted clients in obtaining licensure, accreditation, and/or certification to operate in Texas. Clients included home health agencies, DMEPOS providers, Rehabilitation Facilities, Physicians, Nurses, and other individual providers.
Represented numerous individuals and facilities before the State Office of Administrative Hearings involving appeals from administrative penalties imposed by the Texas Department of Human Services
Represented health care providers/license holders before their respective boards including, among others, the Texas Medical Board, ECPTOTE, Texas Board of Nursing, Texas Board of Pharmacy,
Advised health care providers on the development and/or acquisition of medical office buildings. Scope of engagement included due diligence, negotiations, contract drafting, and medical lease drafting.
