Brigid is a shareholder based in our Minneapolis office who has served as a director in the firm of Briggs and Morgan, Professional Association. She is a member of the Business Law Section and Tax Group. Brigid practices principally in the areas of:

  • Low-income housing tax credit investments
  • Corporate tax planning
  • Federal tax law
  • Partnership tax
  • Debt securitizations

Brigid's areas of concentration include federal corporate, partnership, and business income taxation.

Since 1986, Brigid has advised clients in all aspects of real estate projects involving the low-income housing tax credit, the historic rehabilitation credits, and various state housing tax credits. She has provided counsel to direct investors, developers, lenders and local housing agencies

For the last 14 years, Brigid has served as lead outside counsel to a direct tax credit investor in low-income housing and rehabilitation tax credit projects totaling over $100 million throughout the Midwest. These investments have all involved one or more of the federal low-income housing and historic rehabilitation tax credits as well as state low-income housing tax credits. Brigid provides counsel on all aspects of the acquisition and management of tax credit portfolios. She works closely with the officers and consultants in structuring investors’ tax credit investments, reviewing and negotiating complex layered financing and analyzing tax credit documentation.

Brigid has also worked for nonprofit developers in the development of housing for single-parent households, the long-term homeless, and chronic alcoholics. These projects have used tax credits, bond financing and state housing financing.

Brigid is special tax credit counsel to the Minneapolis/St. Paul Housing Finance Board, a sub-allocator of low-income housing tax credits in Minnesota. She assists the Saint Paul Housing and Redevelopment Authority and the Minneapolis Community Planning and Economic Development Agency in allocating tax credits and bond financing. In the area of public financing and bond counsel, Brigid has provided her expertise in the financing of affordable housing projects through the use of tax-exempt bonds.

Brigid also provides tax advice to corporate clients and closely-held businesses. She assists in the formation of new entities, mergers and acquisitions, SEC reporting on tax matters for publicly held corporations, and debt securitizations.

She is a member of the Ramsey County, Minnesota, American and Federal Bar associations, and is admitted to practice in Minnesota state and federal courts, as well as the U.S. Tax Court. She serves on the Macalester College Alumni Board and the Wellstone Action Advisory Committee. She has been named a “Super Lawyer” by Minnesota Law & Politics.

Born in Washington, D.C., Brigid received her B.A. cum laude, from Macalester College, her law degree magna cum laude from William Mitchell College of Law, and a Master of Laws in Taxation from New York University School of Law.  Brigid previously served as a law clerk to the Honorable Paul Magnuson of the U.S. District Court of Minnesota and the Honorable Brian Short, U.S. Magistrate for the U.S. District Court of Minnesota. She joined Briggs in 1986.
