Jim Lowe is a partner in the firm's Regulatory and Government Affairs Department, and a member of the Antitrust and Competition and Aviation Practice Groups. He joined the firm in 1994 after four years at the Antitrust Division of the US Department of Justice.
Mr. Lowe is a well-recognized antitrust practitioner. He began his career in the appellate section of the Antitrust Division of the US Department of Justice. He has extensive experience handling merger and civil and criminal non-merger investigations at the Department of Justice, the Federal Trade Commission and other state and federal agencies, and is a skilled oral advocate. Mr. Lowe also is an experienced business counselor on antitrust issues who combines the insights he gained from working in the Antitrust Division with his years of experience in private practice to fashion innovative solutions to his clients' problems.
Practice
Mr. Lowe's practice includes merger clearance, civil and criminal investigations, trial court and appellate litigation and business counseling on a variety of antitrust issues. He also leads teams responding to the demands of large-scale litigations and government investigations. He regularly represents parties with competitive concerns about proposed transactions before federal and state antitrust agencies. Mr. Lowe has also represented parties in matters involving the Departments of Commerce, Transportation, Defense and Education; the Federal Communications Commission; the Surface Transportation Board; and various state attorneys general. He has extensive experience in a wide range of industries, including oil and gas, forest products, building materials, paper, airlines, railroads, telecommunications equipment and services, and financial services. In addition to antitrust, Mr. Lowe's practice extends to communications and transportation law and general litigation, and he has extensive experience in complex case management.

Professional Activities
Mr. Lowe has long held leadership positions in the ABA Section of Antitrust Law. He is currently a member of the Section's Council having been chair of the Mergers and Acquisitions Committee from 2008 to 2011; previously he served on the Nominating Committee for the Section, was co-chair of the Sherman Act Section One Committee and the founding chair of the Section's Internet Committee. Mr. Lowe regularly speaks on antitrust issues and provides compliance programs to corporate and association clients, and writes regularly on antitrust topics. Mr. Lowe is also a Fellow of the American Bar Foundation. Prior to attending law school, Mr. Lowe was an Urban Fellow in the Mayor's Office of Transportation Policy in New York City. He currently is a Fellow of the British-American Project.
Honors and Awards
Mr. Lowe is recognized as a leader in his field in the 2009, 2010 and 2011 editions of Who's Who of Competition Lawyers and Economists. He is also listed in the 2006, 2007, 2008 and 2011 editions of Who's Who Legal, The International Who's Who of Business Lawyers. Mr. Lowe was selected by his peers in the 2010, 2011 and 2012 editions of The Best Lawyers in America in the area of antitrust law. He was also a National Merit Scholar.
