Arthur Kolios focuses his practice on the development, acquisition and financing of energy, infrastructure and public-private venture projects in domestic and international markets. On the financing front, Arthur has extensive experience in both bank and capital market-financed transactions and has represented sponsors, developers, borrowers, design/builders, operators and managers in an array of project financings, with an emphasis on public-private partnerships involving the Federal government. He has also represented both domestic and international financial institutions in a variety of secured and unsecured financings involving structures ranging from term, revolving, competitive bid and swing line facilities to those involving direct-pay and stand-by letters of credit, participation interests and purchases of interests in securitizations.
On the development and operational fronts, Arthur has extensive experience in the structuring, preparation and negotiation of project development agreements, joint venture agreements, engineering and construction agreements, product off-take and supply arrangements, operating, management and maintenance contracts and other project arrangements.
Highlights of his practice include the representation of public-private partnerships in the privatization of infrastructure projects for the U.S. Army and Air Force in California, Texas and Arizona; and the development, rehabilitation, construction, financing, operation and management of military housing and ancillary facilities in Alaska, Arizona, California, Colorado, Hawaii, Massachusetts, New Mexico, New York, North and South Carolina for the U.S. Army, Air Force, Navy and Marine Corps. Arthur has also represented U.S. power developers in the acquisition of generating assets in California and New York, and has assisted U.S. equity investors and developers in a variety of matters related to power and infrastructure projects in Africa, South America and the United Kingdom.
