Stephen Smith is a counsel in the firm's Litigation/Controversy Department, and a member of the Investigations and Criminal Litigation Practice Group. He joined the firm in 2004.
PracticeMr. Smith concentrates on internal investigations and securities enforcement matters. He has extensive experience in assisting clients with inquiries brought by the Department of Justice, the Securities and Exchange Commission, and other federal agencies. Mr. Smith’s recent work has focused upon the negotiation of non-prosecution agreements, analysis of complex financial instruments and accounting practices, and regulations governing the clinical development of pharmaceutical products.
Ms. Smith has also represented clients in bid protests before the US General Accountability Office. He has particular expertise in bid protests related to Department of Defense procurements.
A holder of an LLM in International and Comparative Law, Mr. Smith’s practice often involves cross-border transactions and disputes. He recently played an active role in the firm’s successful representation of a whistleblower alleging bid-rigging on USAID contracts in Egypt. Mr. Smith has also assisted in the firm’s representation of the Sudan People’s Liberation Movement in arbitration proceedings against the Government of Sudan. During law school, Mr. Smith was a summer associate at a law firm in Beijing, China, where he worked on foreign direct investment and joint venture agreements.
Prior to his legal studies, Mr. Smith was a senior project manager for more than five years at National Analysts, Inc., a consulting firm based in Philadelphia. In that position, he led consulting engagements for Fortune 500 clients in a variety of industries, including energy and information technology.
