James M. Horne is a magna cum laude graduate of The American University and The Dickinson School of Law. After admission to the Pennsylvania Bar in 1977, he served as a law clerk to Pennsylvania Commonwealth Court Judge Roy Wilkinson, Jr.* Mr. Horne is active in the Middle District Chapter of the Federal Bar Association and is currently the Chapter's Vice-President. Mr. Horne is a member of the National Association of College and University Attorneys, the Centre County Bar Association and Pennsylvania Defense Institute.
