Mark L. Schuh has been practicing law with Tarshis, Catania, Liberth, Mahon & Milligram, PLLC since 2001. His practice is concentrated in litigation with a special focus on collections, including locating assets and enforcing judgments. In this area, Mr. Schuh has developed a particular expertise utilizing lawful resources to locate and seize assets.
Mr. Schuh also has an interest in civil rights litigation, specifically, the defense of civil rights actions brought against municipalities in general and police officers specifically. He has assisted in complex civil rights litigation including the drafting of successful dispositive motions which avoided the need for costly litigation.
Mr. Schuh also practices aviation law and has attended a seminar sponsored by the Aircraft Owners and Pilots Association in the defense of airmen in enforcement actions. He has also litigated aviation matters including the extinguishment of an ancient lien from an aircraft, a common but often difficult problem.
In addition to his law practice, Mr. Schuh has been a police officer with the City of Middletown, New York Police Department since 1992. He presently holds the rank of Patrol Lieutenant and also serves on the department’s Critical Incident (Hostage) Negotiations Team. He is a certified police instructor and has been teaching at the Rockland County Police and Public Safety Academy since 1998 and the Orange County Police Chiefs Association Police Academy since its inception. He teaches police officers, supervisors, and in-service personnel various areas of law. Additionally, he has undergone training by the Division of Criminal Justice Services as a Counter-Terrorism Instructor.
Mr. Schuh graduated from the State University of New York at Albany in 1990 with a Bachelor of Arts and earned a Juris Doctorate cum laude from Pace University School of Law in 1999. He is admitted to practice in the state of New York and before the United States District Courts for the Southern District of New York, Northern District of New York and Western District of Oklahoma. He is also a panel attorney for the Aircraft Owners and Pilots Association Legal Services Plan.
