RICHARD B. GOLDEN is an experienced A.V. rated federal and state trial attorney, concentrating his practice in the areas of municipal law employment law, civil rights, commercial law, public and private bidding and construction law, land use development, zoning, and general federal and state litigation, including appeals.
Mr. Golden has been practicing law since 1981. He received his undergraduate degree from State University of New York, Oneonta and his law degree (cum laude) from Cumberland Law School.
As the former County Attorney for Orange County (1994-2001), Mr. Golden was responsibile for a wide array of municipal, civil rights, construction and procurement law, transactional matters, and employment issues (including arbitrations, and labor negotiations with the County's three collective bargaining units covering over 2,600 employees). In addition to his prior private practice experience in a federal and multi-state litigation firm, he was also the former in-house Corporate & Litigation Counsel for a large general construction firm. He has particular experience in Project Labor Agreements, and drafted one of the broadest New York State laws on privatization of wastewater facilities.
Mr. Golden is admitted to practice in the United States Supreme Court, United States Courts of Appeals, Second and Eighth Circuits, the Federal Circuit Court of Appeals, United States District Courts for the Southern, Eastern, Northern and Western Districts of New York, United States Court of Federal Claims, and all state trial and appellate courts in New York. Mr. Golden is a member of the Governor's Judicial Screening Committee (Second Department, Orange County), Standing Committee on Courts of Appellate Jurisdiction of the New York State Bar Association, Association of the Bar of the City of New York, and Orange County Bar Association (Board of Directors 1995-1999; Officer 2001-present). Mr. Golden is also past-President of the New York State County Attorneys' Association, former Editor-in-Chief of the American Journal of Trial Advocacy, and presently Planning Board Attorney for the Town of Woodbury, New York, Attorney for the Village of Maybrook, Attorney for the Village of Tuxedo Park, and Planning Board Attorney for the Town of Goshen.
Mr. Golden has lectured frequently to various groups (including the American Bar Association and the New York State Bar Association) on numerous legal topics, including municipal law, civil rights litigation, construction law, and employment law. In addition, Mr. Golden co-authored an article published in the American Journal of Trial Advocacy, entitled: Section 1983 Qualified Immunity Defense: Hope's Legacy, Neither Clear Nor Established.
