A native of Frederick, Maryland, Mr. Disque was awarded a Bachelor of Arts degree, with distinction, from the University of Virginia in Charlottesville, Virginia, and earned his Juris Doctor (J.D.) from the Washington and Lee University School of Law. In addition to the practice of law, Carl is proud of his civic volunteerism, including his current and former service on numerous non-profit boards and with the City of Hagerstown. Carl has served on the Board of Directors of the Washington County Bar Association, and as a member of the Maryland State Bar Association’s Judicial Appointments Committee.
Mr. Disque is the volunteer Founder/ Event Chair of the City of Hagerstown's annual Western Maryland Blues Fest, an annual 4-day music event celebrating one of America’s most enduring musical forms – the blues. In 2010, Blues Fest achieved its 15th anniversary. It has become one of the East Coast’s significant blues festivals. As a result of his organization and founding leadership of Blues Fest, Mr. Disque became the inaugural recipient of the Hagerstown-Washington County Chamber of Commerce’s “Distinguished Community Service” award. The City of Hagerstown recognized Mr. Disque’s 10-year volunteer service to its Preservation Design District Commission, as well as his formation of Blues Fest, when it named Carl as the City’s “Volunteer of the Year” in 1999.
Mr. Disque especially enjoys history and music, and, having begun private musical instruction on the saxophone at the age of 8 or so, he performs with jazz and blues combos throughout the greater metropolitan MD/DC/Northern Virginia region in his spare time. As an attorney, Carl enjoys “helping clients solve their legal blues."
