Bill is a certified real property law specialist by the Minnesota State Bar Association. He advises clients on corporate and business law, and commercial and residential real estate development, representing owners and developers of apartment complexes, condominiums, townhouses and single-family homes; developers and owners of office buildings, warehouses, retail centers, industrial properties and recreational real estate; and landlords and tenants. His involvement includes private business entities’ placement of equity and debt financing; transaction negotiations; land and building acquisition, financing, development and disposition; architect contracts; construction contracts; zoning; conditional use permits; leasing and numerous other real estate development issues.
Bill also practices in the area of corporate law, representing both publicly and privately held business and nonprofit corporations in such diverse areas as microelectronics, computer graphics, franchises, insurance agencies, construction, beverage wholesalers, accounting, health care, manufacturing, publishing and the arts. His involvement includes client representation and counseling regarding equity and debt financing; mergers and acquisitions; asset purchases and sales; organization; financing and development of new businesses; restructuring of existing businesses; and general corporate matters. He serves as a consultant to and as a director and officer of several privately held corporations.
Bill has been designated a "Super Lawyer" by Minnesota Law & Politics. He has also been listed as a "Leading American Attorney” and one of the top 40 real estate and environmental/land use lawyers in Minnesota. Bill is a member of the Ramsey County and Minnesota State Bar associations. He is admitted to practice before the Minnesota Supreme Court, U.S. District Court of Minnesota, U.S. Tax Court, Court of Appeals for the 8th Circuit, U.S. Court of Appeals for the Federal Circuit, U. S. Court of Appeals for the Armed Forces and the U.S. Supreme Court.
Bill is a member of the finance committee of the Saint Paul RiverCentre Convention & Visitors Authority. He is a member of the board of trustees and executive committee, and chair of the development planning committee for the Friends of the St. Paul Public Library. He also serves as pro bono legal counsel for the Friends of the St. Paul Farmers' Market. He is a member and past chair of the Business Review Council for the City of St. Paul and is a member of the investment advisory committee for the Generalate of the Sisters of the Good Shepherd in Rome, Italy.
Bill is also a member of the board, executive committee and the board development committee of CommonBond Communities. He is the secretary of CommonBond Communities. He has received numerous accolades for his more than 30 years of service to various organizations, including CommonBond Communities and Cretin-Derham Hall High School. St. Paul Mayor Chris Coleman proclaimed January 10, 2008 "William J. Cosgriff Day" in his honor. Also recently, he received the Saint Paul Police Foundation's Service Award for his pro bono counsel and role in the formation of the Foundation. Ramsey County Bar Association also acknowledged Bill's efforts on behalf of the bar and community with its 2007 Distinguished Humanitarian Service Award.
Born in St. Paul, Minnesota, Bill received his undergraduate degree in accounting cum laude from the University of St. Thomas and his law degree cum laude from the University of Minnesota Law School. Bill was an attorney with Doherty, Rumble & Butler before joining Briggs in 1999.
