Alice has practiced in the public finance group with Foster Pepper since 2001. She is experienced in working with complex general obligation and revenue transactions and has served as bond counsel, underwriters counsel, special borrower's or credit-provider's counsel in financings ranging from general governmental, utility and infrastructure, educational and cultural institutions, health care and biomedical, and housing issues. Her experience includes federal, state and local tax advice, including analyzing federal tax issues relating to the issuance of tax-exempt bonds and taxable tax-credit bonds. She provides general client counseling and advice relating to revenue generation and the structuring of new governmental and quasi-governmental enterprises and public-private partnerships, including governmental contracting with nonprofit faith-based organizations. Recently, her practice has expanded to include structuring and financing sustainability and energy efficiency projects and taking advantage of federal tax credits and other incentives in those areas. Alice holds a J.D. and an M.P.A. from the University of Washington, and a B.A. from Grinnell College.
