Rick Oehler has more than twenty-five years of handling sophisticated disputes with the United States including federal procurement matters, Foreign Corrupt Practices Act (FCPA) investigations, suits for money damages against the United States, Freedom of Information Act disputes and export compliance investigations. Rick also handles state and local government matters and state FOIA matters.
In the federal procurement arena, Rick has handled Government contract accounting disputes, prime contrator-subcontractor litigation, Government claims litigation, Government investigations and bid protests. He has represented aerospace and defense companies such as The Boeing Company, Esterline Technologies Corp., and Mustang Survival Corp. Rick also has handled numerous matters involving M&;O contracts for U.S. Department of Energy facilities for entities such as the University of California, CH2M HILL and BWX Technologies, Inc. In addition, Rick has represented a number of technology companies, such as T-Mobile, FEI Co., and Isothermal Research Systems, regarding GSA Federal Supply Schedule, FAR Part 12, intellectual property, small business subcontracting and grant issues. He also has handled federal construction litigation.
RIck has substantial experience litigating suits against the United States for money damages under breach of contract and takings theories before the U.S. Court of Federal Claims and the Boards of Contract Appeals. He has handled a number of actions involving disputes with the federal government on behalf of energy companies such as Wisconsin Electric Power Co., PacificCorp, MidAmerican Energy, Calpine Corp., Klickitat Energy Partners and Puget Sound Energy.
Rick has counseled numerous companies regarding FCPA compliance, including drafting FCPA policies and conducting FCPA training. He has also handled numerous FCPA internal investigations in Asia, South America, Central America and Eastern Europe, and voluntary disclosures to the U.S. Department of Justice and Securities Exchange Commission.
