He has settled multi-million dollar cases in mediation but only because the other side knew that a jury trial loomed if they failed to negotiate in good faith. Due to his service as district attorney, Kelly has made valuable contacts with attorneys, law enforcement officials, politicians and people from all walks of life in every region of Georgia. His service to the community includes 14 years as the elected district attorney in Houston County, Georgia, where he was re-elected three times before deciding to return to private practice. During his term in office, he was elected by his peers to serve a term on the prestigious Prosecuting Attorneys Council of Georgia, the governing body for all district attorneys in Georgia. He served as a committee chairman in numerous committees, including technology, office management and legislation, of the District Attorneys Association of Georgia. As district attorney Kelly was a leader in innovation and the applied use of technology to make the district attorney's office the most efficient possible. Incorporating modern presentation technologies into prosecution made Kelly a valued presenter at national conferences of prosecutors.
Prior to his service as district attorney, he was the chief magistrate of Houston County and served there for four years. He was elected by his peers to be the President of the Magistrate Court Council of Georgia, in addition to service on the Judicial Council of Georgia and the Courts Automation Council of Georgia.
