Steve Bubul is a shareholder of Kennedy & Graven, Chartered. He practices in the areas of Public Finance, Economic Development and Redevelopment, Land Use, and Local Government Law.
In 1975, Steve earned a B.A. from the University of Wisconsin, where he was elected to Phi Beta Kappa. Steve enrolled in the Masters of Urban and Regional Planning program at the University of Wisconsin, graduating in 1978. Upon graduation, Steve worked as a community development planner at the Dane County Regional Planning Commission (in Wisconsin). During part of this time, he was attending the University of Wisconsin Law School, where he graduated cum laude in 1986. He also was a law clerk at the Wisconsin Attorney General's Office.
Following law school, Steve served as a law clerk to former Justice Peter Popovich at the Minnesota Supreme Court. After being admitted to the Minnesota bar in 1988, he joined the predecessor firm to Kennedy & Graven.
He serves as general counsel for the economic development authorities of Burnsville, St. Louis Park and Columbia Heights, and as bond counsel or special development counsel for cities, HRAs, and EDAs throughout the state.
The keystone of his practice is the concept that development and redevelopment are both ongoing processes as cities age. From 1989 to the present, Steve has been a frequent lecturer in tax increment financing and economic development for the Minnesota Association of Small Cities, the League of Minnesota Cities, the Minnesota Association of City Attorneys, and others.
Steve enjoys the cultural attractions of the Twin Cities. He also escapes to his pocket of Minnesota wilderness, where he can be found rehabbing his primitive cabin, reading nonfiction and history, and exploring the St. Croix River watershed by canoe.
