John was born in Chicago, Illinois. He attended Texas Christian University where he received his Bachelor of Science in 1958. He attended the University of Texas School of Law and received his LL.B. in 1961. He is a member of the State Bar of Texas, College of the State Bar of Texas, American Bar Association, Dallas Bar Association, Irving Bar Association, International Municipal Law Officers Association, Tarrant County Bar Association and Texas City Attorney's Association, and is admitted to practice before the United States District Court for the Northern District of Texas, the United States District Court for the Eastern District of Texas, the Fifth Circuit Court of Appeals, and the United States Supreme Court.

John was an Assistant District Attorney for Dallas County in 1961 and an Assistant City Attorney with the City of Dallas from 1962-1964. He was City Attorney of Irving from 1966-1970, and was a Member of the Texas House of Representatives from Dallas County from 1970-1972. Prior to forming BOYLE & LOWRY, John was a founding partner in 1975 of Hutchison, Boyle, Brooks, and Fisher which handled all aspects of municipal and local government law and public finance.

John has extensive experience in land use, planning and zoning, public works and governmental contracts, real estate development, tax abatement, economic development and incentives, including tax increment financing and public improvement districts, and has served as general counsel and bond counsel for all of the firm's current clients and other cities and special districts throughout the State of Texas. John is currently the City Attorney of Grapevine, Hurst, and Ponder, and General Counsel to Upper Trinity Regional Water District, Irving Floor Control District III (Valley Ranch), Valwood Improvement Authority, Irving Flood Control District I (Central Freight) and Dallas County Utility and Reclamation District (Las Colinas). Emerald Bay Municipal Utility District - Bond counsel.
