Tom is primarily a civil litigator, with experience in complex, multijurisdictional cases. As part of Jones Day case teams, Tom has worked to coordinate, protect, and advance the interests of clients not only within the context of litigation in the United States and overseas, but also in dealings with the media and government entities in multiple countries. In addition, Tom has significant experience with government and qui tam suits brought under the False Claims Act in the health care, federal housing, and overseas development contexts.
As an attorney and as a law clerk, Tom has developed particular experience and interest in national security law and emerging issues related to counterterrorism. He has worked on cases involving civil asset forfeiture, trade restrictions flowing from Treasury and other terrorist designations, the rights of detainees at Guantanamo Bay and in Iraq, the rights of servicemen under the Uniform Code of Military Justice, and application of the state secrets doctrine in civil litigation, among other issues. Tom has received and used a security clearance at the Top Secret/SCI level.
Tom has been active in pro bono matters, including the representation of a death row inmate before the Virginia Supreme Court and on certiorari briefing to the United States Supreme Court.
