Stan was born in Mount Vernon, Texas. He received his B.A. in 1987 from Southern Methodist University. He received his J.D. from St. Mary's University School of Law in 1990. He is a member of the State Bar of Texas, College of the State Bar of Texas, State Bar of Texas section of Public and Government Lawyers, American Bar Association, American Bar Association section of State and Local Government Lawyers, Dallas Bar Association, Tarrant County Bar Association and Texas City Attorney's Association. He is admitted to practice before the United States Supreme Court, Fifth Circuit Court of Appeals and the United States District Courts for the Northern District of Texas.

Stan was a Law Clerk for the Honorable Ronald B. King, United States Bankruptcy Judge for the Western District of Texas from 1990-1991. He was an Assistant City Attorney with the City of Dallas from 1991-1993 where he concentrated his practice in the litigation of land use, zoning, eminent domain and other municipal law matters. Stan is a frequent speaker and author on all aspects of municipal and public law and has recently spoken at seminars sponsored by the State Bar of Texas, Texas Municipal League, The Center for American and International Law (formerly Southwestern Legal Foundation), CLE International, American Planning Association, Texas Chapter of the American Society of Civil Engineers, Southern Methodist University School of Law, Texas Wesleyan University School of Law, LBJ School of Public Affairs at the University of Texas at Austin, University of Texas at Arlington Construction Research Center, Building Professionals Institute, State and Local Government Section of the Federal Bar Association, Lorman Education Services, and the International Right of Way Association. Stan also conducts training sessions and seminars to city councils, school boards, boards and commissions and City staffs on the legal issues involving local government. In addition, Stan served on the City of Coppell Planning and Zoning Commission from 1994-1999 (Chairman 1997-1999).

Prior to forming BOYLE & LOWRY, Stan was a member of the Dallas law firm of Hutchison Boyle Brooks & Fisher. Stan is currently the City Attorney for Bedford, Keller, Westlake, Winnsboro, and the School Attorney for the Westlake Academy Charter School.
