Thomas H. Welby is both an attorney and a professional engineer, with three decades of experience in the construction industry. His practice focuses almost exclusively on construction-related matters, representing contractors, subcontractors, engineers, architects, suppliers and sureties in bid protests, contract disputes, mechanic's liens, surety law, design professionals' liability and contractors' claims, in both the private and public sectors.
Mr. Welby holds a Bachelor of Engineering degree in Civil Engineering from Manhattan College, a Master of Science degree in Geotechnical and Structural Engineering from New York University, a Master of Arts degree in Business Administration from New Mexico Highlands University, a Master of Science degree in Civil Engineering, and a Certificate in Construction Management from the Polytechnic Institute of New York, and a Juris Doctor degree from Pace University School of Law.
Mr. Welby is admitted to practice law in both the States of New York and Connecticut, as well as before several federal bars.
Prior to entering the practice of law, Mr. Welby was a construction consultant, construction executive, estimator, adjunct professor of engineering, consulting engineer, field engineer, inspector and superintendent. He is a professional engineer licensed in both New York and New Jersey. As both an arbitrator and a mediator with the American Arbitration Association, he is an avid proponent of Alternative Dispute Resolution.
Mr. Welby is a member of the Forum on the Construction Industry of the American Bar Association, the New York State Society of Professional Engineers and the Construction Industry Council. He is the Chairman of the Construction Law Committee of the Westchester County Bar Association
