Alan was born in Longview, Texas, but raised in Southlake, Texas. He received his Bachelor of Arts in 1984 from the University of Texas in Austin. Alan attended St. Mary's University School of Law in San Antonio and received his J.D. in 1988. Alan was an Associate Editor on the St. Mary's Law Journal. He is a member of the State Bar of Texas, the American Bar Association, the College of the State Bar of Texas, Tarrant County Bar Association, San Antonio Bar Association, Comal County Bar Association, International Municipal Lawyers Association, Texas City Attorneys Association, and is admitted to practice before the Northern, Eastern, Southern, and Western Federal District Courts of Texas, as well as the Fifth Circuit Court of Appeals.
Alan was an Assistant City Attorney with the City of Garland Texas from 1991 to 1994. Alan entered private practice in 1994 and continued to be a contract assistant city attorney for the City of Garland until 1996. In 1996, Alan joined Boyle and Lowry as a contract attorney primarily providing prosecution services. In 2002, Alan became Of Counsel to Boyle and Lowry. In 2007, Alan became the full-time City Attorney for the City of New Braunfels, Texas. Alan was responsible for all aspects of municipal representation including the economic development corporation, fire civil service, open government, Hotel Occupancy Tax, Historic Preservation and Arts grants, real estate acquisition, planning and zoning, state and federal litigation, river activities, Edwards Aquifer Recovery Implementation Program drafting workgroup, purchasing and procurement, employment, officer and employee ethics, board and commission training, as well as several interlocal agreements. In 2011, Alan resigned as City Attorney to return to private practice.
Alan rejoined Boyle and Lowry, L.L.P. in 2011 as a contract attorney and is currently the municipal prosecutor for the Town of Westlake.
