Frank is a partner at the Boise law firm of Givens Pursley LLP. His practice focuses on real estate, construction and entitlement matters. His particular areas of expertise include construction contracts and disputes, urban land use planning and all phases of property acquisition, development and disposition.

Prior to becoming an attorney, Frank practiced in architecture for Hummel Architects of Boise and Smith Design Group in Lake Tahoe. His work included all phases of commercial design and construction, including feasibility studies, programming, design, code analysis, construction documents, construction administration and facilities management.

During law school, Frank volunteered his time to mentor and tutor first-year law students, was Spring Edition Editor of the Idaho Law Review, active in Phi Delta Phi (honors fraternity) and authored Transferable Development Rights and the Deprivation of All Economically Beneficial Use: Can TDRs Salvage Regulations that Would Otherwise Constitute a Taking?, published in 34 Idaho Law Review 679 (1998). As an undergraduate, Frank participated in varsity cross country and track.

In his eleventh year of legal practice, Frank has already established himself as one of Idaho’s premier attorneys for construction transactions, urban development projects and resort development. He is a regular speaker at professional legal seminars and teaches construction law seminars for the University of Idaho’s architectural students. He is a member of the Real Property Section of the Idaho State Bar and an affiliate member of the American Institute of Architects. He volunteers a considerable amount of pro-bono legal assistance to charities dealing with housing, homelessness and children, including serving as pro-bono legal counsel of Boise Valley Habitat for Humanity since 2001, Boise Rescue Mission Ministries and Camp Perkins (a outdoor youth camp located in the Sawtooth National Recreational Area).

Outside of the office, Frank spends most of his time with his wife, Elaine, and daughters Katie (4 1/2 years) and Anna (2 years). Frank is also active in numerous civic and charitable organizations. He has served on Boise City’s Design Review Committee since 2002, is a past Board Member and officer of Boise Valley Habitat for Humanity, has assisted in securing grants for neighborhood improvement projects, and active in the public dialogue about improving the planning of Boise Valley’s growth.
