Rich Tomei serves as bond, borrower's, and underwriter's counsel, focusing on tax-exempt and taxable transactions for not-for-profit health care entities for more than 20 years.

Rich has acted as bond counsel for health care providers across the United States, including Bon Secours Health System, Cleveland Clinic Health System, and Northwestern Memorial Hospital. Rich also has served as borrower's counsel to ProMedica Health System. He has experience with virtually all of the transaction structures utilized today in the health care area, including significant experience with derivatives and other interest rate hedging structures.

Rich is a member of the American Bar Association and the National Association of Bond Lawyers (NABL). He has been a frequent speaker at NABL's annual Bond Attorneys' Workshop and NABL's Fundamentals of Municipal Bond Law and other health care industry forums, speaking on topics relating to health care finance, disclosure issues, and derivatives.
