LEONARD C. TILLMAN is a Partner in the firm's Energy Section and is located in the Birmingham office. Leonard's practice focuses on Federal Energy Regulatory Commission (FERC) issues, emissions allowance trading, credit and security matters, commercial leasing and the latest Smart Grid initiatives. Leonard was appointed as a Civil Law Notary by the Alabama Secretary of State in August of 2001. His practice includes the review and preparation of filings with FERC, negotiating leases, letters of credit, and commercial contracts, and advising clients on various FERC regulatory matters, including preparing comments on the National Institute of Standards and Technology's (NIST) Smart Grid framework and related governance issues.
