Jeff Kirzner represents clients in complex litigation in a variety of forums with a particular emphasis on construction litigation. Jeff leads the construction practice in Irvine, which is fully integrated into Jones Day's national and international construction practice team. He has handled public procurements and bid protests, contract negotiations and administration, change orders, false claims, force majeure issues, delay claims, lost productivity claims, and cumulative impact claims. Jeff's experience also includes class actions, labor and employment matters, real estate disputes, and unfair competition claims.
Jeff recently represented the Orange County Transportation Authority (OCTA) in defending more than $100 million in claims arising from the first design-build freeway project in California. Over the past 15 years, Jeff has handled billions of dollars worth of claims on a variety of complex projects, including pipelines, power plants, LNG facilities, schools, office buildings, subways, light rail, freeways, and infrastructure improvements. Jeff has represented public and private owners as well as contractors, including the Los Angeles County Metropolitan Transportation Authority, the Los Angeles Unified School District, OCTA, Sempra Energy, and URS Corporation.
Jeff is a member of the American Bar Association Forum on the Construction Industry and regularly speaks on topics of interest to the construction industry. His recent publications include "Truth or Consequences: California False Claims Act," Los Angeles Daily Journal (October 21, 2009). Jeff is the hiring partner for the Irvine Office and is involved in training new lawyers and trial practice associates.
