Mr. Kelly received a B.A. from the University of Texas at Austin in 1973 and a J.D. from the University of Texas School of Law in 1976. He is currently a member of the Texas, Travis County and Houston Bar Associations and the Texas Association of Defense Counsel. Mr. Kelly is a certified mediator. He is a co-author of 'Removal and Remand: When Does a Federal District Court Lose Jurisdiction Over a Case Remanded to State Court?,' 41 Southwestern Law Journal

Mr. Kelly is licensed to practice in the United States District Courts for the Southern, Eastern and Western Districts of Texas, the United States Court of Appeals for the Fifth Circuit and the Supreme Court of the United States.
