Halley A. Stark joined the firm as an associate attorney in 2007. She primarily practices in the areas of local government law, municipal liability, appellate practice, commercial litigation, and personal injury. Halley graduated cum laude from Florida State University in 2003 with a B.S. in Business – Risk Management/Insurance. In 2005, Halley received her J.D. from the University of Arkansas. While in law school, Halley served as a summer clerk for the Honorable Mary Ann Gunn, Fourth Judicial Circuit of Arkansas, and CSX Transportation, Inc. in her hometown of Jacksonville, Florida. After graduating law school, Halley received an LL.M. degree in 2006 in taxation from the University of Missouri in Kansas City. While working towards her LL.M. degree, she clerked for several boutique tax firms and helped draft the annual supplement to the tax treatise; Edwin T. Hood, et.al., Closely Held Businesses in Estate Planning. Halley was admitted to practice in Florida in 2007. She was admitted to the Northern District of Florida in 2007 and is a member of the Florida Bar, St. Andrews Bay American Inn of Court and Bay County Bar Association.
