Dan Siegel is chair of Sands Anderson's Local Government practice group, the largest and most experienced governmental law practice group in the Commonwealth of Virginia. Dan also serves as county attorney for a host of counties and special authorities throughout Virginia. With over twenty years of law practice, he has developed a keen understanding of the wide variety of legal issues affecting governments. Some of these include such issues as growth management, economic development, and municipal finance.
Dan has served as bond counsel in over 1000 tax-exempt financings totaling over $3 billion for economic development, utilities, healthcare, housing, traditional governmental, non-profit, university and other educational facilities. He has also represented underwriters, banks, authorities, cities, towns, counties and private users in financings. His broad understanding of the problems facing governments makes his involvement in financings especially unique.
Dan is the author of the Virginia Small Business Financing Act, which created a statewide issuer for Virginia economic development needs. As the initial bond counsel to the Virginia Small Business Financing Authority, Dan worked on hundreds of economic development financings and structured the nation's first multi-jurisdictional umbrella bond financing.
He recently authored Chapters on "Borrowing" and "Budget" for the 7th Edition of the Virginia County Supervisors Manual. He has authored a chapter in the Handbook of Virginia Local Government Law on "Special Assessments and Taxing Districts in Virginia" and co-authored an article entitled "Nuances of Real Estate Acquisitions and Conveyances by Local Governments" published in the Journal of Local Government Law.
Dan lectures frequently on topics ranging from Special Tax Districts in Virginia, Growth Management, and Economic Development to Legal Ethics for Land Use Lawyers.
He is active in local government organizations such as the Virginia Association of Counties, Local Government Attorneys of Virginia, Virginia Municipal League and the National Association of Bond Lawyers. Dan is well known for his creative and problem-solving approach to issues presented by his clients.
Dan also serves as Chairman of Beth Sholom Lifecare Community Corporation, the governing body of an organization providing services for assisted living, skilled care nursing, independent senior living, rehabilitation and adult daycare facilities for senior adults in Central Virginia. He acts as General Counsel for Special Olympics of Virginia. He is a past president the Jewish Community Federation of Richmond and various other community organizations. Dan is listed in Best Lawyers in America and in the 2006 and 2007 Virginia Super Lawyers and has been listed by Virginia Business magazine as one of Virginia's "Legal Elite".
He is an active runner and hiker, and recently has been certified for PADI scuba diving.
