Donald K. Shandy practices in the environmental and energy law department for McKinney & Stringer. He has extensive experience in both the regulatory and litigation aspects of the environmental and energy practice. Shandy is licensed to practice law both in Oklahoma and Texas.
Experience:
Shandy has handled a wide range of environmental and energy matters for the firm for both locally and nationally based clients. These include counseling clients regarding compliance with federal, state and local regulations, including litigation of nuisance and pollution claims involving personal injury and property damage.
A major focus of Shandy's practice involves air quality. He has extensive experience with facility air auditing and assisting clients in obtaining numerous types of permits. His air quality experience includes representing clients in a variety of areas, such as pulp and paper, wood products, aerospace, fertilizer production, cement manufacturing, electric utilities, natural gas processing and transmission, glass manufacturing, tire manufacturing and the petroleum and refining industry.
Shandy also investigates and defends administrative, civil and criminal enforcement actions initiated by the U.S. Environmental Protection Agency (EPA) and state regulatory agencies.
He has successfully handled environmental matters in numerous states throughout the U.S., as well as several EPA Regional offices and EPA Headquarters in Washington, D.C.
Shandy is also involved extensively with electric utility and natural gas restructuring and regulatory matters. In this regard, he often appears before state agencies such as the Oklahoma Corporation Commission. He is a frequent lecturer at seminars involving, in particular, state and federal clean air and water statutes and regulations as well as energy matters.
Shandy joined McKinney & Stringer in 1989 and was named Director in 1993.
