Practice
Mr. Hines advises clients and attorneys regarding Department of Transportation proceedings, regulatory issues and rules of practice. He assists in the development of clients’ operational plans and regulatory compliance through research and analysis. Mr. Hines drafts pleadings and legal memoranda to advocate clients’ positions in DOT route proceedings and rulemakings; prepares route proceeding exhibits for filing with the DOT; attends and reports on US bilateral air transport negotiations with foreign governments; utilizes on-line databases in the performance of legal research; and drafts summary reports on relevant federal executive agency rulemakings and policy statements.
Prior to joining WilmerHale, Mr. Hines served as an aviation analyst at another law firm where he also assisted attorneys in representing the interests of aviation clients before the Department of Transportation and other federal executive agencies; researched and drafted pleadings and memoranda advocating clients’ positions before federal executive agencies; participated in the development of a major US airline’s emergency response plan; drafted informational materials regarding federal regulatory developments affecting clients; served as a primary source of legislative information by reporting on Congressional legislation, hearings, markups and conferences concerning issues of interest to the firm’s clients.
As an aviation paralegal, Mr. Hines conducted extensive legal research on a variety of aviation-related topics; developed support memoranda and analytical reports on a wide range of aviation issues; and cultivated excellent working relationships and contacts with government officials.
