Mr. Higgins received his B.A. from Dartmouth College in 1979, and his law degree from the University of Wisconsin in 1982. He is a member of the State Bar of Wisconsin, the State Bar of California, and is admitted to practice before the Supreme Court of the United States, the United States Court of Appeals-Seventh Circuit, and the United States District Courts, Eastern District of Wisconsin, Western District of Wisconsin, and Central District of California.
