Land use and municipal law practice, with extensive experience in both project permitting and litigation. Areas of expertise include SEPA, shorelines permitting, historic preservation, the Growth Management Act, regulation of signs, subdivisions, street vacations, franchise fees, condemnation, and inverse condemnation. He is one of the drafters of the Land Use Petition Act and other statutes implementing regulatory reform.
