Practice

Mr. Schnabel's practice focuses on federal regulatory, statutory, and constitutional issues faced by clients in the defense and technology industries. He has assisted in representing clients in state and federal litigation at the appellate, trial, and administrative levels, including cases before the D.C. Court of Appeals, D.C. Superior Court, and multiple boards of contract appeals. He has also assisted in representing clients in interactions with many federal government entities, including the Department of Defense Inspector General, the Bureau of Industry and Security, the Committee on Foreign Investment in the United States, the Office of Foreign Assets Control, the Centers for Medicare & Medicaid Services, the Consumer Product Safety Commission, and congressional committees.

Mr. Schnabel advises clients on legal requirements in many areas related to national security, such as intelligence, anti-terrorism and anti-proliferation sanctions, export controls on defense articles and dual-use items, and foreign investment in the United States. He counsels clients on government procurement requirements, including the Buy American Act, the Trade Agreements Act, and federal health care program regulations; he has participated in developing compliance plans and conducting an internal investigation. He has also assisted clients in addressing regulatory and government contracting issues in the context of mergers and acquisitions

Prior to joining the firm, Mr. Schnabel clerked for the Honorable Janice Rogers Brown of the United States Court of Appeals for the District of Columbia Circuit. While in law school, Mr. Schnabel served as a law clerk in the Litigation Division of the Central Intelligence Agency's Office of General Counsel. He also served as a law clerk in the United States Attorney's Office for the Southern District of Iowa, where he drafted motions and briefs for cases in the local federal district court and the United States Court of Appeals for the Eighth Circuit. Mr. Schnabel is a member of the Federalist Society.
