Matthew Haws is a counsel in the Regulatory and Government Affairs Department, and a member of the Defense, National Security and Government Contracts Practice Group. He joined the firm in 2011.
Practice
Mr. Haws’ practice focuses on government contracts and grant law, including claims, compliance, counseling and bid protests. He has handled complex claims preparation and litigation, including prosecution of $20 million REA and defense of defective pricing and false claims litigation. Mr. Haws has counseled clients on FAR interpretation and compliance; cost accounting and allowability; compliance with grant terms and regulations; and data rights/intellectual property protection.
At the request of multiple clients, Mr. Haws has served as in-house counsel for government contracts on an interim basis. In total, Mr. Haws has spent more than two years integrated into the in-house legal departments of the business units of top-ten defense contractors.
Additionally, Mr. Haws has advised companies executing government contracts in Iraq, Afghanistan and several African countries. Prior to joining the firm, Mr. Haws was a member of the legal team representing the Government of Ethiopia before the Eritrea Ethiopia Claims Commission (EECC), an international tribunal adjudicating state-to-state claims for loss, damage, and injury arising during an international armed conflict. In this context, he worked as a resident attorney in Addis Ababa, Ethiopia, from 2002 to 2003.
Professional Activities
Mr. Haws is a member of the American Bar Association, and has served as: chair of the International Procurement Committee, Public Contract Law Section; liaison of the Section of International Law to the Public Contract Law Section; and ABA representative to the UNCITRAL Working Group on Procurement. He is also a member of the American Society of International Law.
