Ryan, Michael P

Robert L. Russell has practiced law in Richmond, Kentucky for 28 years.  He has served as the Kentucky Transportation Cabinet's Inspector General from September, 2002 until November, 2004.  A graduate of Eastern Kentucky University, Russell received his J.D. from the University of Louisville Law School in 1979.  He served as County Attorney of Madison County, Kentucky from 1986 to 1999, and as Assistant County Attorney from 1983 to 1985.  During his seventeen years as a prosecutor, Russell worked with various local law enforcement agencies in the investigation and prosecution of criminal cases, including cases involved white collar fraud and embezzlement.  From 1980 to 1985, he served as Associate Professor at Eastern Kentucky University.  In addition, he served eight years as a non-commissioned officer with the Kentucky National Guard.

Russell, a member of the Kentucky Bar Association, is licensed to practice law before the United States Supreme Court, the United States District Court, and the Kentucky Supreme Court.  He formally served on the Board of Directors of the Kentucky Association of Counties and the Juvenile Board of the County Attorney's Association, and is a charter member and former General Counsel of the Kentucky River Authority.  Russell served as President of the Madison County Bar Association and as a member of the Eastern Kentucky University Alumni Board and the University of Louisville Law School Alumni Board.  He has also worked with several statewide and county task force initiatives, including the Attorney General's Task Force on Child Sexual Abuse.  In May of 2003, Russell was awarded the designation of Certified Inspector General after completing a program of study with the Association of Inspectors General's Institute.

Russell and his wife Karen, currently reside in Richmond.  Married for thirty years, they have two children and two grandsons.
