Mr. Rogers was born in Tucson, Arizona. He was admitted to the California Bar in 1968, after receiving his LL.B. degree from Duke University Law School in 1967 and his B.A. from the University of Arizona. He specializes in corporate and business law matters, business and commercial negotiations, syndications, real estate, land use planning and development. Mr. Rogers served on the Santa Barbara Harbor Commission for thirteen years. He is currently working on a wetlands enhancement and enlargement project in the San Joaquin Valley of California, and is a Director and General Counsel for the Tulare Basin Wetlands Association.
