Born in Trafford, Westmoreland County, Pennsylvania.
Attended Trafford High School, Pittsburgh Academy, St. Vincent Prep School, Latrobe Pennsylvania and the University of Pittsburgh.
1954-1956 he served with the U.S. Army in Germany.

Has been the Diocesan Attorney for the Roman Catholic Diocese of Greensburg since 1965.
Married to Emma Lou Morocco, two children, Mark Vincent Morocco and Rachel Elizabeth Morocco.
Mark Vincent is an associate professor of medicine with a specialty in emergency medicine at the Ronald Reagan UCLA Medical Center, Geffen School of Medicine, Los Angeles, California.
Rachel Elizabeth practices law with her dad and husband, Robert J. Specht, in the Trafford office.
Rachel Elizabeth is a 1985 graduate of Bard College, Annandale on the Hudson, New York and the Ohio Northern College of Law Ada, Ohio in 1991.
