Jacquelyn V. Meiser is Of Counsel and a member of the Pannone Lopes Devereaux & West Municipal Infrastructure Team. Her practice focuses primarily on representing utilities and municipal governments in the areas of regulatory, administrative law, public contracts, water & waste water law, environmental law, municipal law, and construction law. Ms. Meiser is also experienced in the areas of utility rate-setting, utility privatization, public finance, and procurement law. She has extensive experience in the area of water and wastewater utilities, including regulatory, state and federal consent order negotiation, discharge permits, construction, contracts, public-private partnerships procurement, and rate setting and analysis. Ms. Meiser also has extensive experience with legislation and policy drafting relating to all aspects of water and wastewater utility matters.
Ms. Meiser has served as in-house legal counsel to a water and waste water utility and in that capacity she has negotiated the terms and conditions of discharge permits, consent decrees, and overflow penalties with state and federal environmental regulatory agencies. She has served as borrower’s counsel in public and private bond issues and has overseen the waste water reclamation facility upgrade processes to both BNR and ENR technologies. She has also negotiated the terms and conditions for a water and waste water privatization initiative with the U.S. Navy and has counseled the utility on all construction and inspection services contracts, and has managed the utility’s competitive procurement process.
Ms. Meiser has extensive experience representing developers, from concept plan through project completion, in large scale projects, including residential, mixed use, commercial and cellular communications projects in the Mid-Atlantic region. This includes representation before local, state and federal venues to ensure project compliance with Critical Areas, storm water management and zoning regulatory requirements. In addition, Ms. Meiser served as the Executive Director of the St. Mary’s County, Maryland water and waste water utility. She currently serves on the advisory team for the St. Mary’s County Watershed Implementation Plan (WIP) initiative for the Chesapeake Bay watershed, and also serves on the Board of Directors of the Maryland Association of Municipal Wastewater Agencies.
Ms. Meiser has a J.D. from University of Baltimore School of Law, and a B.S. in Finance from the University of Maryland. While attending Law School, Ms. Meiser was published in the University of Baltimore Journal of Environmental Law. She is licensed to practice in Maryland.
