Valerie M. Means practices in the areas of energy, telecommunications, and general litigation. Ms. Means represents public utilities and telecommunications service providers in regulatory proceedings before state public utility commissions and in state and federal court. This work includes administrative, transactional, compliance, contract, legislative advocacy, energy regulatory, and litigation matters. Ms. Means has a significant civil litigation background, including diverse and successful trial experience with both bench and jury trials to verdict.
Prior to joining Moss & Barnett, Ms. Means was with the Minnesota Office of the Attorney General as an Assistant Attorney General, where she represented the Minnesota Department of Commerce, Office of Energy Security. She advised the Office of Energy Security on a broad range of regulatory matters, including gas and electric rate cases, nuclear plants and nuclear waste dry cask storage, natural gas and petroleum pipelines, transmission certificates of need, and various contested case litigation proceedings before the Minnesota Public Utilities Commission. The combination of her extensive experience and legal acuity provides a significant resource for clients.
